fa مقایسه چگونگی تأثیر نرخ ارز بر قیمت اقلام پروتئینی منتخب در ایران A Comparison of Exchange Rate Effects on the Price of Selected Proteins in Iran بازار محصولات کشاورزی و منابع طبیعی General پژوهشي Research <div style="text-align: justify;">چکیده مبسوط مقدمه و هدف: تورم یکی از تنگناهای اقتصادی ایران در طول سال‌های گذشته بوده است و یافتن دلایل اصلی ایجاد آن یکی از موضوعات اصلی مورد توجه محققان و سیاست‌گذاران است. تورم که افزایش مداوم سطح عمومی قیمت‌ها و یا کاهش مستمر قدرت خرید پول تعریف می‌شود، رفتارهای مخربی دارد که متغیرهای اقتصادی را تحت‌ تأثیر قرار می‌دهد. با توجه به وابستگی کشور به واردات کالاها و مواد خوراکی، بررسی تأثیر سیاست‌های پولی خارجی به‌ویژه نوسان نرخ ارز می‌تواند به بررسی دلایل ایجاد تورم بسیار کمک کند. بروز نوسان در نرخ ارز منجربه تغییراتی در حجم واردات و صادرات می&lrm;گردد. این تغییرات تراز تجاری تأثیرات زیادی روی حجم تولیدات داخلی، کسری بودجه و نقدینگی و همین طور قیمت‌های داخلی بر جای می‌گذارند. تأمین موادغذایی اساسی‌ترین نیاز انسان است و افزایش قیمت آن می‌تواند تأثیر منفی قابل ملاحظه‌ای بر وضعیت رفاهی جامعه و به‌ویژه قشر فقیر و کم‌درآمد داشته‌باشد؛ از این&lrm;رو، سیاست‌گذاران حساسیت‌های زیادی نسبت به تغییرات قیمت مواد غذایی از خود نشان می‌دهند. ایران نیز از جمله کشورهای در حال توسعه‌ای است که برای سالیان متمادی با نرخ‌های تورم دو رقمی رویارو بوده است و همواره بخش اعظم تلاش‌های دولت به شناسایی ریشه‌های تورم و رفع آن معطوف شده است. با توجه به اهمیت موادغذایی در فرآیند توسعه اقتصادی، بحث امنیت‌ غذایی همواره در کشورهای در حال توسعه مطرح بوده&lrm;است و متغیر قیمت مواد غذایی، به‌خصوص قیمت پروتئین‌های حیوانی به‌عنوان متغیر کلیدی و اثرگذار بر عرضه و تقاضای موادغذایی و محصولات کشاورزی، مورد توجه سیاست‌گذاران بوده&lrm;است. پروتئین به‌عنوان یکی از چهار ماده غذایی ضروری در رژیم غذایی انسان شناخته می‌شود، اما با توجه به افزایش شدید قیمت گوشت، سرانه مصرف آن‌ در ایران در حال کاهش است. لذا، هدف از انجام این پژوهش بررسی چگونگی تأثیر نرخ ارز بر قیمت پروتئین‌های حیوانی منتخب در ایران است. مواد و روش‌ها: در این پژوهش، به‌منظور بررسی روابط بلندمدت و کوتاه&lrm;مدت بین تغییرات نرخ ارز و قیمت گوشت گوسفند، قیمت گوشت مرغ و قیمت تخم‌مرغ، از رهیافت خودتوضیح با وقفه‌های توزیعی (ARDL) استفاده شد. به این منظور، داده‌های قیمت گوشت گوسفند، قیمت گوشت مرغ، قیمت تخم‌مرغ و نرخ ارز در بازه زمانی اول فروردین 1397 تا پایان اسفند 1400 به‌صورت هفتگی مورد استفاده قرار گرفتند. همچنین، برای جمع آوری اطلاعات و داده‌ها به پایگاه بانک مرکزی ایران، داده‌های میادین میوه و تره‌بار تهران و گزارش سازمان خواربار و کشاورزی (FAO) مراجعه شد. یافته‌ها: برای متغیر گوشت مرغ، رابطه تعادلی بلندمدت مشاهده شد، اما متغیرهای گوشت گوسفند و تخم &lrm;مرغ فاقد رابطه تعادلی بلندمدت بودند. همچنین، نتایج برآورد مدل نشان دادند که متغیرهای قیمت گوشت گوسفند، قیمت گوشت مرغ و قیمت تخم&lrm;مرغ به‌ترتیب در ARDL(2,0)، ARDL (1,4) و ARDL (2,0) معنی‌دار شدند. بررسی نتایج تأثیر کوتاه &lrm;مدت نرخ ارز بر قیمت گوشت گوسفند نیز نشان داد که متغیر تفاضل قیمت گوشت گوسفند با یک وقفه رابطه منفی و معنی‌داری داشت. ضریب تصحیح خطا نیز رابطه منفی و معنی‌داری با قیمت گوشت گوسفند نشان داد. مطابق با نتایج روابط کوتاه&lrm; مدت نرخ ارز بر قیمت گوشت مرغ، متغیرهای تفاضل قیمت دلار و تفاضل قیمت دلار با یک وقفه معنی‌دار نشدند اما متغیرهای تفاضل قیمت دلار با دو وقفه و سه وقفه معنی‌دار بودند. ضریب تصحیح خطا با متغیر قیمت گوشت مرغ نیز رابطه منفی و معنی‌داری داشت. در ارتباط با تخم &lrm;مرغ، متغیر تفاضل قیمت تخم‌مرغ با یک وقفه، رابطه مثبت و معنی‌داری با قیمت هفتگی تخم‌مرغ داشت. همچنین، ضریب تصحیح خطا رابطه منفی و معنی‌داری با قیمت هفتگی تخم‌مرغ نشان داد. نتیجه‌گیری: برآورد رابطه‌ی نرخ ارز بر قیمت گوشت گوسفند و قیمت تخم‌مرغ نشان می &lrm;دهد که نرخ ارز بر قیمت پروتئین‌های حیوانی (گوشت گوسفند، گوشت مرغ و تخم‌مرغ) منتخب تأثیر دارد. همین طور، بررسی رابطه‌ی میان نرخ ارز بر قیمت گوشت مرغ نشان می &lrm;دهد که نرخ ارز با دو وقفه بر قیمت گوشت مرغ تأثیر دارد. بر این اساس، پیشنهاد می‌شود که در کوتاه‌مدت از سیاست‌های حمایتی برای جلوگیری از کاهش دسترسی اقتصادی به موادغذایی استفاده گردد. با توجه به نقش مهم پروتئین حیوانی، به‌خصوص گوشت گوسفند و گوشت مرغ در تأمین امنیت غذایی خانوار، توسعه مدل‌های تبیین‌کننده عوامل مؤثر بر قیمت پروتئین حیوانی موضوع مناسبی برای مطالعات آتی باشد. همچنین، سیاست‌گذار باید نقش نرخ ارز را در رفاه مصرف‌کننده و تولیدکننده در نظر بگیرد. پیشنهاد می‌شود که در کوتاه‌مدت از سیاست‌های حمایتی برای جلوگیری از کاهش دسترسی اقتصادی به موادغذایی استفاده گردد. در بلندمدت، توسعه زنجیره‌های تولید و تأمین اقلام پروتئینی و سیاست‌گذاری جهت تولید پایدار محصولات پروتئینی با توجه به نقش مهم پروتئین حیوانی به‌خصوص گوشت گوسفند و گوشت مرغ در تأمین امنیت غذایی خانوار، توسعه مدل‌های تبیین‌کننده عوامل مؤثر بر قیمت پروتئین حیوانی، موضوع مناسبی برای مطالعات آتی باشد. همچنین، مقایسه اثرپذیری قیمت اقلام پروتئینی از نوسانات نرخ ارز و نیز گنجاندن سایر فاکتورهای تأثیرگذار می‌توانند در تحقیقات آتی مورد نظر باشند. سیاست‌گذار باید نقش نرخ ارز را در رفاه مصرف‌کننده و تولیدکننده در نظر بگیرد. مصون‌سازی قیمت اقلام مهم تأمین‌کننده امنیت غذایی نسبت به تکانه‌های ارزی باید در دستور کار سیاست‌گذار قرار گیرد.</div> <div style="text-align: justify;">Extended Abstract: Background: Inflation has been one of Iran's economic bottlenecks over the past years, and finding the main source of its creation is one of the main issues of the government's attention and policy. Inflation increases the general level of prices or causes a continuous decrease in purchasing power. As the country is dependent on imported goods and foodstuffs that affect foreign monetary policies, especially currency fluctuations, it can greatly help examine inflation. The occurrence of fluctuation is converted into a change in the volume of production. These domestic trade changes have a great impact on the volume of production, budget deficit, liquidity, and domestic prices. Raw materials are the main human needs, and their prices are increasing. From these policies, they show themselves to increase food prices. Iran is also developing, which has faced double-digit inflation rates for many years, and the government's efforts to identify the roots of inflation have always focused on the issue of security, considering the nutrients in the economic development process. Nutrition is always present, and the price of food, especially that of animal products, has been the focus of policymakers as the key and influential factors on food supply and consumption and agricultural products. Protein is one of the four nutrients in the human diet, but its consumption is decreasing in Iran due to the sharp increase in the price of meat. Therefore, this research aims to investigate the exchange rate effects on the price of selected animal proteins in Iran. Methods: In this research, long-term and short-term relationships between price changes and the prices of mutton, chicken meat, and eggs were investigated using the ARDL approach. For this purpose, data on mutton meat price, chicken meat price, egg price, and exchange rate were used on a weekly basis between March 21, 2018, to the end of March 2021. Information and data were collected by referring to the database of the Central Bank of Iran, the data of Tehran's fruit and vegetable fields, and the report of the Food and Agriculture Organization (FAO). Results: A long-term relationship was observed for chicken meat. The results of the egg model showed that the processes of mutton price, chicken meat price, and egg price were significant in ARDL (2,0), ARDL (1,4), and ARDL (2,0), respectively. Examining the results of the short-term effect of the exchange rate on the price of mutton meat shows that it changes the mutton meat price with a negative and significant relationship. The error correction coefficient showed a negative and significant relationship with the price of mutton meat. According to the results of the short-term relationship between the exchange rate and the price of meat, the changes in the dollar price difference and the dollar price difference with an interval were not significant. However, changes in the dollar price with two breaks and three breaks were significant. The error correction coefficient had a negative and significant relationship with the change in the price of chicken meat. In relation to eggs, the difference in the price of eggs had a positive and significant relationship with the weekly price of eggs. Moreover, the error correction coefficient showed a negative and significant relationship with the weekly price of eggs. Conclusion: Estimating the price of eggs on the price of mutton and the price of eggs shows that the dollar price affects the selected animal food prices (mutton, chicken meat, and eggs). The analysis of the ratio between the exchange rate and the price of chicken meat shows that the exchange rate has two lags on the price of chicken meat. Therefore, it is suggested to employ supportive policies in the short term to prevent the reduction of economic access to consumables. Considering the important role of animal food, especially mutton and chicken meat, in household food security, the development of explanatory models for the factors affecting vegetable prices is suitable for future studies. In addition, policymaking should consider the role of the exchange rate in consumer consumption and productionIn the long term, the development of production chains and the supply of protein items and policies for the sustainable production of protein products, the development of models explaining factors affecting the price of animal protein is a suitable subject for future studies considering the important role of animal protein, especially mutton and chicken meat, in providing household food security. Additionally, comparing the price effectiveness of protein items from exchange rate fluctuations and including other influential factors can be considered in future research. Policymakers should consider the role of the exchange rate in the welfare of consumers and producers.
